Mouse coordinates inaccurate when Windows Taskbar at top of screen.

Operating System: Windows 10

I have my windows taskbar at the top of the screen. When I play the game in fullscreen mode, the mouse cursor acts like it's really displaced by ~40 or so pixels vertically downward. So if I try to click on any button in the UI, I have to place my mouse cursor around 40 pixels below the actual button in order to get it to register. 

 

When I alt-tab out and move my taskbar to the bottom of the screen, this problem goes away entirely. 

 

I am unable to take a screenshot of this, as the mouse cursor disappears from the screenshot.

I've got the start menu on the left hand side of my screen and it forces all of icons out of sight on the right. I get the tracking error if I move the start menu and in full screen I'm almost a full icon off on tracking. I.e. click power icon to build shuttle port.  Except it affects all things on the screen
