The info-window (*plz look at the attached snapshot) shows the opposite...

I also have something to report. I've played on this map for 245 minutes on Challenging, have got all other goals done, and even collected the object. But it is telling me to collect it. I had collected it before getting the quest to, because I couldn't figure out how to get people addicted to the drugs at first. I have a pic of the case.

Suggestion: consider revising the steps provided by SPIRE on Impossible difficulty. If you follow their instructions to the letter, you will not have enough resources to ever build a mine & nanite conversion without destroying other buildings.
