Better employment control

I don't like the fact that I can't control where the people work. It's always a certain percentage across the board with very little control. Right now I have a ton of buildings that need workers and they are all about 25% filled, including the immigration center. That means only 3 colonists are able to be imported per round trip because the building has only 25% employees. I can't lower the other buildings to less than 30% filled. I want to be able to have FULL control of how many employees can be employed in every building. I want to have zero employees in some of the buildings that I placed so that they can go to the immigration center building so that it could be 100% filled there so that each turn can be 10 instead of 3 immigrants. Bottom line: there just needs to be more control over employment.

Agree,  just a simple thing just like the housing, low-med-high
